The info notes suggestion text, is for both the song & Setlist Info notes. The setlist Info note is usually in Sentence case because it's often a complete sentence, unlike the song info notes which are just a single word, a couple of words linked by a semi-colon or comma, or a short phrase.

Changing the case styling of the suggested info notes that are often used is on the list for updates. As I'm sure you can imagine, the priority is on the site functionality, but I'm hoping for a programming and Guidelines update in the next few months.
See the Guidelines, most of the examples there start in lowercase.

It's proper grammar, only Proper Nouns and complete sentences start with a capital letter. A user could type an info note like this:
FirsT tImE SiNce Twentythousand and ten
and while the information is correct it would still be corrected to
first time since 2010

You can certainly change the info note type styling on a setlist to lowercase if it's not a Proper Noun or complete sentence., Explain why you're changing and make sure it's applied consistently on the whole setlist.
