Yes, the standard is applied across the platform. You can see that there are no other speakers (only) at political rallies in 2024 with setlists. Beyoncé only spoke at a rally, doesn't get a setlist (a user entered in advance, I deleted after the event when no performance took place). Willie Nelson performed, he gets a setlist:

You can see that I was editing the MSG performance setlists today (adding the song performed at the finale). That's when I noticed the speech-only setlist and removed it.

Thanks for finding those older setlists 2008, 2009, etc. They've been removed. Do they slip through sometimes, sure (as do unsourced setlists, fake setlists, etc.) but when found speeches-only are removed.

Spoken word/poetry readings were deemed performances by the admins of this site.
Political speeches are not performances per the Admins of this site, regardless of the message or political affiliation of the speaker.

Hi. We don't add setlists for speaking engagements, speeches, Q&A's. etc. If the speaker sings a song or performs a song on an instrument during their speaking (if during a q&a Jimmy Page picks up a guitar and plays "Stairway to Heaven"), then the appearance gets a setlist.
