when to use "Various Artists"

I noticed today that the setlists for the Rock and Roll Hall of Fame Induction Ceremonies are split up by individual artists (even when performing only one song), as opposed to compiling them together into a single setlist, as has been done for other such concerts. Is there an official guideline for these types of events?
