Hi. Speeches, book tours reading passages of the book, Q&A's, TV interviews - appearances that are talking/speaking only in front of an audience, don't get a setlist. If the speaker performs a song (solo, or leading the signing on the mic or a musical instrument, the featured singer or player) during the speaking appearance, then that song performance can be entered on a setlist.
The admins of the site have made exceptions for standup comedy performances, and spoken word/poetry reading performances.

For example, Jimmy Page appeared on a TV show that is usually just an interview/discussion. He performed a 24-second snippet of a song on guitar during the interview so it got a setlist:

Barack Obama delivered the eulogy at a funeral (wouldn't normally get a setlist) but lead the singing of a song (the featured vocalist), and that gets a setlist:
