Generally speaking version info of songs is added to the song info section instead of the song title. So if Shout at the Devil '97 is just an updated version of the original then I'm not sure it really needs to be listed as a separate song.
I'm not 100% certain, but i'm assuming it was also locked by ExecutiveChimp. As you've already reached out to them with the same issue on a different locked setlist i'd leave it up to them to make the decision.

What’s the reasoning for changing Shout at the Devil to the 97 version?

It sounds like they could be listed as two different songs to me considering the band officially released them as two different songs. If you want to change it I don't see a problem with it, but you should comment with something like "Different lyrics, different arrangement. Released as a separate song on..." and add a musicbrainz link.

Per your question about this The Beaches set -- https://www.setlist.fm/setlist/the-beaches/2025/royal-oak-music-theatre-royal-oak-mi-33402c75.html -- I don't remember them playing Fine, Let's Get Married. I thought it odd when I went over the list later, but given that it's one of my least favorite songs on the latest album, I did think I'd have remembered it if they'd played it.

Hey. As an attendee of the FF show in SLO, is the setlist here complete? The livestreams had stops, restarted a few times. If you, an attendee, feel confident its complete, please comment on the setlist, and that part of the info note can be removed.
